Will Excel V help my pink acne scars? (Photo)

Ever since clearing my cystic acne years ago I’ve had persistent pinkness on my cheeks that flares up and turns dark red from time to time. Topical treatments haven’t done anything as I suspect it is a bunch of damaged blood vessels from the past acne. Would a vascular laser like Excel V help?
