Is it possible surgery for removing first layer of skin which is damaged from pimples dark spots ?

I am engineering student and my age is 22 .When i was 16 my skin is very pure and fare with glowing cheeks.But when i turn 18 my skin is changes and my face also so i feel not good for that so i want my original fare skin because now my skin is looking dull . I recently read some treatment but i forgot that treatment name .And some doctors suggested me the chemical peeling treatment but my skin is not improving .

Dark pigmentation and discoloration from PIH post inflammatory 
hyperpigmentation can resolve on its own. Topical cream depigmentation 
is our method of choice in the office. That being said, fractional 
laser, RF, and covalent chemical peels can also expedite the process.
