These malar festoons are one of the most difficult things to treat in eyelid surgery.  Genetics and your dietary salt intake are probably the biggest causes of the condition.  Usually, it is worse in the morning and improves throughout the day.  A combination of surgery, fillers, or laser resurfacing is usually necessary to improve the problem.  Try to decrease your salt intake and sleep with an extra pillow below your head at night.  Hopefully, this will help to improve the condition without the need for anything invasive at your young age.
