This appears to be a vitiligo patch which can be challenging to treat. There is no simple way to "remove it." In my experience, excimer laser can be helpful for facial lesions but other areas of the body can be quite challenging. I would recommend consulting with an experienced and board-certified dermatologist for a proper evaluation and discussion of treatment options.
More info. needed. See a medical dermatologist, if this is long standing without any pigmented hair follicles, the chances of re-pigmenation is extremely slim.
