Based on your front view, you are a good candidate for buccal fat reduction. It's hard to tell about botox to masseter without more pics and info. However, you can always stage them since they address different portions of the face

You can consider buccal fat reduction. It will help with lower face fullness. However, it won't prevent jowling down the line since those two are not related.
