How do I fix saggy, baggy skin, low muscle tone and dimpling? (Photos)

I’m Not sure what is going on here but I have all this saggy, baggy skin, low muscle tone (despite consistent lifting for a year) and I’m just super wobbly. I also have a lot of dimpling in my arms and legs, including calves and forearms. Even my hands, feet and knees are saggy. it could be from years of yoyo dieting but it’s effecting my confidence a lot. I am only 37 and won’t be seen in shorts of a Tshirt! What can be done to help?
