I would recommend Botox first to give an idea of what is possible. Mainly, I would do this to determine if you really feel a browlift would suit you. A browlift could be considered after that.

There is no set age for cosmetic surgery. If you have cosmetic concerns, your physician would perform an in depth pre-operative evaluation to determine if you are a candidate with options being presented to you at that time. A full cosmetic consultation with your oculoplastic/facial cosmetic surgeon in your area will better determine if your expectations can be met.

There is no age requirement to be a candidate for brow lift surgery. Brow lift surgery is typically performed to elevate the aged brows to offer a more youthful and refreshed appearance. Although your brows may be lower on your forehead/closer to your eyelids than others your age, it does not make you look old or tired. I would be cautious about getting a brow lift at this stage for you as you probably will not like the appearance afterwards and may look unnatural.
It is not rare for young ladies to inherit low eyebrows; I have done brow lifts on many patients like you. All you have to do is stand in front of the mirror, lift your brows and see if you like the results. Be sure to consider your hairline position because many brow lift techniques will raise the hairline.
