The best diagnostic assessment of any form of facial asymmetry is a 3D CT scan, not a panorex. (although the jaw asymmetry is apparent even in that tomographic film) From the 3D CT scan it can be determined what type of custom jaw implant can be designed to fix the asymmetry the best.

Based on the x-ray, it appears that you would benefit from a chin implant. I could tell more, if I saw photographs. But you should get a significant improvement. This is a very safe procedure performed thru a 1 centimeter incision in the chin crease.
