Is this sun damage or melasma under my eyes? (photo)

Hello, Is this sun damage or melasma under my eyes? I was told my a laser technician at a cosmetic clinic that this is melasma. In looks more like sun damage to me. I just want an expert opinion before I pay for a treatment. If sun damage I want to do BBL, but I know it would make melasma worse…
