Which is better for removing permanent make-up? PicoSure or PicoWay? Does PicoWay successfully remove red color in the tattoo?

I've had 3 PicoSure treatments to remove permanent make-up from a HORRIBLE brow tattoo job. While it's helped a lot the tech said it couldn't remove the red base color because it will turn the skin and brow hair white with a possibility of them remaining that way. Can PicoWay prevent the "whitening" effect and possibly remove the red coloring?
