I'm straight up shaped like a rectangle... And even when I was 5'3" and 85lbs, I still was shaped that way. When I feel my torso my wide ribcage is there immediately to the touch, barely any fat... but below my waist it is fatty and obviously capable of being slimmed down. The thing is that I want to be heavy set on the lower half of my body, and I want a smaller upper half (breast reduction too). I want a bbl because I don't have a very shapely arse either. I'm 5'3" and about 110 lbs...

Judging by your photos, you would be a great candidate for a BBL / tummy-tuck combination. A vegetarian diet should not affect the outcome, as long as you are healthy and consuming a balanced diet.
