I have been diagnosed with a ventral hernia (I think), which was caused by pregnancy. Basically my abdominal muscles parted during pregnancy but never met back together. I also have loose skin in the area. My gp has said that exercise alone will not work and that surgery is the only option. Do you know if this kind of operation (hernia repair and Tummy Tuck, I suppose) should be available on the NHS?

Wait and observe. Commonly skin will shrink when it is gathered, a process we call apoptosis.
The only alternative to remove loose vertical skin is to perform a vertical scar which many of my patients find objectionable. They would prefer loose vertical skin...
Sometimes after the drain is removed patients will accumulate fluid beneath the abdominal flap. This is easily taken care of with repeated aspirations with a small needle. It could also be swelling in the tissue.
Your surgeon should be able to tell the difference with a physical exam.
