Question

I'm unsure if I have tuberous breasts or not. I have never had fullness on the lower portion of my breasts. My nipples are fairly puffy when I'm warm, but it was also made worse after breastfeeding and pumping. I am wondering if I'm a good candidate for breast fat transfer. I don't want any drastic changes in size, just to have more shape and fully fill an A cup.

In my experience, fat transfer is a nice alternative to breast implants. (I perform a lot of these procedures).

Fat can reshape and augment volume, especially upper poles.

Provided you have adequate fat available, which from your photos, does not seem to be the case. Also, your breasts do not appear tuberous.

Therefore, smaller implants are likely the best option.

An exam and consultation with a plastic surgeon is recommended to confirm this as well as discuss your options and expectations.
