this can be improved with peels, light lasers like hair removal and clear and brilliant, and topical lightening agents like vivatia foam and glycolic srcubs (see link). I suggest you get a formal consult with an expert.  This can be improved but not cured, its genetic!  Best, Dr. Emer.
