I am a woman with a long square chin, and I would like to reduce my chin vertically (not horizontally). However I also have a lot of soft tissue on my chin, and when I smile the soft tissue chin pad pulls down and looks droopy. Would a T-Osteotomy be a good method to make my chin shorter and more v-line? Or would this method cause my chin pad to sag? Would a submental chin reduction be a better option? I would like to shorten my chin by at least 5mm - 7mm.

Loss of nipple sensation after breast reduction and risk of numbness after chin surgery are very likely unrelated to each other so you shouldn't necessarily have a higher risk of numbness in the lips.

You have a not uncommon indentation which occurs from the disruption of the jawline from the sliding genioplasty advancement which was undoubtably combined with a midline wedge resection for narrowing ...which makes this adverse aesthetic sequelae much more likely. It is seen quite frequently....
You would be best served by going to specialists in facial surgery who could evaluate the deformity in person. It seems that you would must likely need a "skin tightening" procedure with possibly additional selective liposuction.
