Is a fractional CO2 laser treatment followed by IPL treatments best to treat my minor boxcar scarring and rosacea? (Photo)

Hello, I have some rosacea which just started a year ago (I'm 28) it flares up but isn't terrible. Broken capillaries are visible in 3 spots on my cheeks. I have old scarring, they aren't deep but bother me and give my skin poor texture. Also slight sun damage. Would a Co2 treatment followed by a couple IPL treatments most likely be the best way to treat this? Thank you in advance :)
