Is it possible to elongate my philtrum? (Black African woman) (Photos)

I have been dissatisfied with the size of my philtrum all my life. I have a very short philtrum and my nose touches my upper lip when I smile...which makes me really self-conscious... Is there any procedure that can eventually elongate the philtrum on a black african woman? I am not sure if a nose job or a lip reduction would be required to achieve this. Please, help!! By the way, I'm 27 and never had plastic surgery. Any recommendation for a doctor who might be able to help? I can travel...
