I want to fix the indent on my right quadricep. The folding and dented skin along with the cellulite bother me the most. (photo)

How would I go about fixing this problem? I have heavy scar tissue in the dent itself and fascia separation. My vastus medialis and vastus intermedius were only slightly effected and doesn't bother me anymore strength or fitness wise. It's purely cosmetic at this point. My indent was from a car accident 11 years ago from the force against the steering wheel. I had it looked at last year and they said lose 30 lbs then consider surgery, I lost 40 and I think it looks worse now, much more prominent.
