Uneven eyelids - how can I treat this? (Photo)

Hi there, I’ve had these uneven eyelids for about two years now. It hasn’t always been like this. I wake up and my eyelids looks exactly the same, as the day progresses they become uneven. When I touch the one feels really puffy towards the lash line specifically near the outer corner of my eye, it’s almost like it puffs out and protrudes and the other doesn’t. I use eye droos for tired eyes daily and take allergy tablets and nasal sprays so i don’t think it’s an allergy but I can’t be sure. Any help is much appreciated !!
