Uneven Breasts and Weight Gain?

i am 21 and my right breast is bigger than the left one.also the right one appears to be very saggy and i hav noticed this change along with some weight gain.can losing weight tackle my problem.other than surgery what options to i have.can some exercise or diet help me?
