Based on your photo, you would benefit from a very conservative surgical procedure called blepharoplasty. You might also consider defining the valley of your upper eyelids. Be sure to confer with a real expert in this arena to ensure you don't have an overdone result. It's imperative to have a very natural result with in conspicuous scarring. This is a very safe and simple procedure with predictably successful results.

The crease under the eye comes from your orbicularis muscle which is responsible for helping close the eye. Options include neurotoxin, chemical peel, and surgery. Given your age I would start with trying neurotoxin to help reduce the crease. Best to see an eyelid expert in your area.

Minimal excess skin of the lower eyelid can be corrected with a "skin pinch" of the skin procedure. It is performed under local anesthesia in our office. It involves removing a small amount of skin just below the lower eye lashes. Otherwise an ablative laser treatment with fractionated CO2 laser would help, but I would not advise laser in a dark skinned patient. You are very young for blepharoplasty, I would recommend waiting 5 to 10 years and then re-evaluating your concerns. Choose your treating surgeon very carefully. Good luck and be well.
