Also, I want to have jaw angle implants, is this possible under local anaesthesia? If so, what kind?

Answer: Yes chin implants can be performed under local anesthesia
At 3.5 weeks following a chin implant, you should expect swelling (which may appear shiny) and tightness. As the muscle and tissues relax, the tightness will lessen and disappear. Give it some time.
Silicone chin implants are permanent and will not have to be removed and replaced unless there is an issue. As for your nose, yes, you can have a bit more refining of the tip. This is much less invasive than the original rhinoplasty and not painful.
If the dimpling is due to overactive mentalist muscle, botox is the best treatment. If there is a underlying soft tissue deformity, I would recommend a filler or fat injection. If there is a bone abnormality, a chin implant may be considered or contour of the bone. Good luck....
