Your photos look normal for 3.5 weeks post-op from chin implant. The Terino is a popular style for men and is well -tolerated. The shiny color is simply swelling in the skin and will go away in ~ 2-3 months, if not sooner. Tightness will also resolve in the same time frame. 

At 3.5 weeks following a chin implant, you should expect swelling (which may appear shiny) and tightness.  As the muscle and tissues relax, the tightness will lessen and disappear.  Give it some time.
