I'm 17 days post op. The large amount of swelling on my bridge area has gradually improved. I've been conscientious, eating a low salt diet, taping at night, sleeping upright, etc. Yesterday morning I found my nose very puffy again - I had thus far been retaining the more swelling on the right side of the bridge/cheek, now the left is worse! My period started yesterday (a week late, delayed I believe by the antibiotics). Can menstruation cause swelling to return?

You need a consultation. Most likely you are opening the eustachian tube that goes from the internal nasal area to the inner ear. When you blow your nose the increased pressure may open the tube resulting in a popping sensation in one or both ears. See a PS or ENT doc for an exam.
I would not recommend any possible irritation of the skin either on the face or directly on the nose, less than one month prior to surgery. The reason for this is that you want the skin to be without any irritations or pimples that might harbor infection that could affect the operation. Gentle...
