Wow I was shocked to see the estimate one of the other surgeons wrote by stating 100-120cc is a cup. I understand cup size can very, this is evident by all the different brand bras fitting differently but yet saying their the same size. I perform over a 1000 breast augmentations per year and have asked my patients when they come back how much do they think they went up. Now after years of doing this and having an extremely large group of patients and listening to them this is the estimates I would considerUnder five foot tall 180cc per cup5'-5'3 about 200cc per cup5'4- 5'7 225cc per cupTaller then that most patients feel 225cc up to 250cc can be a cup.I think what more important than cup size is conveying to your surgeon what your expectations are for size. Remember cup size varies based on how the person wears their bra. I would suggest performing the rice test which can be found online to help you with this.

At three weeks after breast augmentation surgery, it is likely that you are still very swollen. Give it 3-4 months to improve.
Typically the breasts are swollen early post op, and therefore if the seem too small now you may actually see that size go down. On occasion, the muscle can push down on the implant, effectively making breasts flattened looking. I use VECTRA 3D imaging for my pre operative breast aug patients. It is a tool that is highly useful in sizing correctly BEFORE surgery. It allows patients to see themselves in 3D with implants in place. No surgeon would alter an implant this early on, that would be an error in good judgement. Obviously, discuss your issues with your plastic surgeon. best of luck.

This should be checked out by an endocrinologist rather than a plastic surgeon, as the problem may be related to your hormones.
Although implants can mold to the shape of a tight fitting bra, this is generally not permanent as wittnessed by their returning to their normal shape the next am. Perhaps consider wearing a less constricting bra.
