It depends on the depth of the Blue TCA peel, number of passes, stength of the TCA, skin type and thickness and other factors. In general however we recommend that our patients wait at least 3 months before using the Sciton BBL. See the below link for more information
If you skin is well healed 6 weeks should be adequate. Start at a lower strength or do a skin test if there is any question about the settings

It is hard to say for sure. But most of my patients begin peeling 3-5 days after the Obagi Blue Peel. I think that you will still peel. But if you do not get the results you are seeking, and given the amount of photoaging visible on the photo, perhaps you might consider...
