I totally understand your concern regarding the transplanted hair from the scalp keeps growing longer and you will have to groom your transplanted eyebrows from time to time.
The issue is that using body hair (especially leg hair) might end up in not a very good successful rate. The hair in each area has different cycles and the most successful would be transferring scalp hair to the eyebrows.
However, there's nothing wrong with trying it out if you can find a doctor who is willing to perform it for you.
