Without a photo provided I suggest you seek qualified physician for an in-person consult. IPL wouldn't help much for darkness around the eyes but you may benefit from injecting Restylane to the tear troughs, this HA filler is very smooth to be used for thin skin around the eyes, this will also help lighten the dark area if the shadow is created by hollowness.
Dark circles (as well as tear troughs and hollows) are common problems of the lower lids. A variety of methods, including lasers, IPL, chemical peels, and microdermabrasion have been tried with generally disappointing results. Fillers, on the other hand, have proven quite useful for treating the region under the eyes. It has become standard practice to treat this region with lighter weight fillers, like Juvederm or Restylane, to lift, straighten, and contour this region. Occasionally, if fillers are inadvertently placed too superficially, a bluish discoloration related to light scattering (a phenomenon known as the Tyndall effect) can occur, which can actually make the dark circles more prominent. Belotero Balance, a relatively new hyaluronic acid product, has been manufactured to avoid this. However, I have found that the addition of a tiny amount of Radiesse, a whitish-colored filler, to the Belotero to be an excellent way of lightening the dark circles, and plumping the tear troughs and hollows. However, only an experienced, board certified aesthetic dermatology or plastic surgeon injector should attempt to treat this area in this fashion.

Dear writer, IPL is not indicated nor is it safe in the treatment of dark circles under the eyes. Dark circles under the eyes are mostly due to blood vessels under the skin in the area below the eyes, not necessarily pigment (melanin). As such, the IPL cannot fully address this issue. And in addition to this, the proximity to the eye and its blood vessels make it a very risky procedure to perform. I do not recommend using IPL, lasers or any other light sources below the eyes. Instead, please seek proper evaluation by a dermatologist and consider antihistamine pills in low dose (allergies, sometimes are not so obvious, yet can lead to prominent blood vessels under the eyes and a 'dark' appearance), creams containing growth factors that moisturize and even stimulate the collagen production in this area (thus making the skin less able to show through the dark color of underlying blood vessels), among other topical forms of therapy.
