I was born in a "foreign land" where they must have used a cattle prod to give our BCG Vaccination with. As a result, I have a very large/raised, somewhat bunny shaped scar that I hate. Can it be cut out and the skin restitched? I'd rather have a scar from stitched than this ugly thing. Please let me know

Depending on the look, it usually can be improved with excision. This depends on how much adjacent skin laxity you have. You also need to be cautious about keloid formation in the shoulder area with excision. Certain techniques can minimize the risk.
