Would it be possible to go from a 36H in chest size to at least a B cup?

I have quite a big chest, when I first went to a doctor about it I was probably around 13-14 when the recommended breast reduction surgery later on rather than soon. I'm 5'1 and my current weight is 235 lbs. I've been experiencing on and off lower back pains and most recently some shoulder pain. and of course the chest size is also affecting me in a more mental state you could say, I always feel uncomfortable with my chest size and would really like to know the smallest I can go?
