From what I can see in the photo, I would have to agree with you. The hollows under the eyes appear to be quite amenable to the use of a filler. I would suggest the upper cheek region be volumized, which would likely result in a significant secondary infraorbital improvement. After that a less robust filler more cohesive filler can be used directly into the tear trough region to further refine and smooth the upper cheek-lower lid junction. I would make sure that you consult with a board certified aesthetic physician with experience and expertise in treating the under eye region with fillers and make sure to ask to see personal befores and afters before agreeing to proceed. The amount of fillers needed to address your issue will definitely make it look worse because of the Tyndall effect. The light reflecting off the filler under your skin will make it look blue. Also the water absorption can make the filler look puffy. The best option will be to have an autologous fat transplant. This may need to be performed in two sessions because you don't want to put too much fat in there at once either. If performed correctly with fat, you can get some beautiful results.
