What type of scarring is this? (Photo)

Over 7 years ago I fell down a flight of carpeted stairs and grazed my nose and chin. Ever since then the tone of my skin has not gone back to normal. It is slightly pink in discolouration. But when the the temperature is cold or I have the heater on I get these 'flares' in the affected areas. Laser, IPL, microneedling, silicone and many other remedies have not worked. What can I do now??
