Does this turbinate reduction procedure look like a sub-mucous resection? (Photo)

This surgery was named a turbinoplasty using a xomed shaver. No bone was removed but if resecting the soft tissue underneath how doesn't the bone get removed? Also is this a submucous resecion or is it closer to a patial turbinectomy (sectioning)?
