I encourage you to visit with your primary care physician or who you see for your breast health for an evaluation. It is difficult to say if this is related to your breast reduction but regardless needs to be assessed by a physician.

Appears as a suture abscess that spontaneously drained. you need to see a surgeon asap to examine and maybe open area under local anesthesia. Or come to Florida for treatment.
