Can malar bags be permanent after botox? Can I do any exercise to improve muscle strength to reduce? (Photos)

Sorry to hear about your concern. Botox is entirely reversible so very unlikely that these have caused you to develop prominent malar pads permanently. 
Malar pads are fat pads just under the skin of the cheeks. I have seen the under-eye area worsen after botox crows feet injections but this is temporary whist the botox has over-relaxed muscles in the area. 
Personally, I have corrected these with dermal filler injections to softer the line so this is a possible treatment but I would certainly wait till the botox has completely worn off first.

I must say I have never encountered this sort of thing following Botox injections.  Maybe with filler that is misplaced or has migrated, but not with Botox.  In general, the effects of Botox only last 3-4 months before they wear off, so if this is Botox related it should not persist past that point.  If it does persist, it may not be related to the Botox and you should see someone experienced about discussing options to correct it.
