A general question related to obesity before my gastric sleeve operation

I'm 34 years old man, 177cm tall. I have been fat all my life. 7 years ago, I was 144kg. I went on a diet and worked out 3 days per week for one and a half year. I lost 62kg, maintained my healthy weight(81kg) for 1year and then went back to my old eating habits and stopped working out. Now I am 140kg again and I am scheduled for a gastric sleeve surgery in 20 days. My question is: Is it right that those with BMI over 40 can’t successfully lose and maintain their weight without surgery?
