Is a hairline reduction still possible if a have scar tissue? And if so, at what time?

If you are predisposed to hypertrophic scarring, I would be very cautious in undergoing a procedure such as hairline lowering that will involve an even lengthier scar that may be even more apparent than the scar that you currently have. That being said, there are post procedure measures such as steroids and an anti neoplastic agent that inhibits fibroblasts that can be used after the surgery that can help and if the incision is tension free, there can be good results but you have to really weigh out the risks and benefits.
