You are not likely loosing fat cells, rather given your diet and exercise the fat cells are being depleted of the fat deposits.  If you gain percent body fat again when you ease up on your regimen you will likely see fat being deposited to those cells again. 

Given the fact that you had only 250 cc transferred and 1/3 lost after 3 months, you have theoretically 160 cc of transferred cells. That is not enough to even have a significant difference in the breasts, let alone the gluteal region. Consider a "touch up" BBL with use of your trunk and inner thighs if there is scant amount in the trunk region. Seek a plastic surgeon who performs hundreds of these procedures, has great reviews and photos, and is an expert in this field.

Thank you for the question. From your description the shrinking of your buttocks is not from the loss of fat cells, but rather secondary to the weight loss after the procedure. This is causing a loss of fat content within the transferred fat. Transferring the fat cells does not mean that they will not gain and lose fat content in the same manner as before the procedure. I would venture, that if you have any noticeable weight gain in the future, you will notice an increase in your gluteal fat volume.I hope this helps. Good luck.
