Is this shingles or a scar? Can Vbeam help? (Photos)

Question

I was dealing with a month long eye twitch Doctors said I was stressed. Then, I developed this itchy patch near my eye, which I think was Shingles (I’ve had it before). After it blistered, it never went away - it’s been almost 3 weeks and the skin is bumpy, dry, and raised. does it look like this has now become a scar? How do I correct the scarring? I am considering vbeam laser.

Vbeam laser is an excellent modality for patients who have rosacea, blushing of the skin, facial and body telangiectasia, spider veins, redness, post surgical redness, and skin flushing. It is a safe procedure that can be used at varying depths to help treat micro blood vessels in the skin. We also use it in our office for facial skin inflammation, keloids, and hypertrophic scarring.
