Monroe piercing scar removal? Best method to minimize the scar? Risks? (photo)

I've had my monroe piercing for almost 18 years. It's still open and I would love to have the entire tunnel of tissue removed. I'd prefer the least amount of doctor visits possible and my ultimate goal is minimal scarring. I'm curious if a circular biopsy punch or a subcision are the best methods or are there others? Are there certain risks with either procedure? I know it varies per person, but what's the ballpark cost of these procedures? Thank you for your time and assistance.
