It is difficult to say exactly what is happening in your case without an examination and with the limited photos.

There can be an issue with your current implant. You may need to undergo an MRI to see if anything can be found with integrity of the implant. If there is nothing revealing, you may consider speaking with your plastic surgeon regarding an exploration with possible implant replacement.

Your photos are not helpful. Please send nude photos with your standing straight and arms down by your sides and profile views as well, or go back to your surgeon.

If you are noticing that one breast looks deflated you need to schedule an appointment with your surgeon to check for a possible rupture. It's also possible that you are noticing ripples and wrinkles of the implant. This is more common with saline implants than silicone, and seen more easily in those with minimal breast tissue or thinner skin.

I suggest you follow up with your plastic surgeon. It sounds like you may have a ruptured implant. Your pictures are inadequate to make quality assessment.
