Poor neck lift with extreme discoloration. Can this be fixed? (Photo)

I had a neck lift in 2018 with poor results. However I am mostly concerned with the skin discolouration. The area is completely white and is very obvious. Can you tell me what this is? And can it be fixed? It looks to me like all the blood vessels inThe area were completely destroyed during the surgery and now there is poor circulation to the area. If that is the case was my surgeon negligent?
