Mini tummy tuck complications - where do I stand if original surgeon won't cover cost of reconstructive umbilicoplasty? (Photo)

Had a Mini Tummy Tuck 1.5YRS ago. Since I have had 8 umbilicus infections, no history pre-op. NHS can only offer antibiotics each time. Original surgeon advised this is due to the pull leaving my umbilicus vertical and closed, he suggested reconstructive umbilicoplasty but will not cover the cost which is more than my original op. Where do I stand? GP suggested ombudsman as this is a direct complication from my original op?
