I had a bilateral mastectomy followed by tissue expanders, why would my surgeon go bigger than I wanted? (Photos)

My wish at the end was to be smaller than my original breast size. I was a 32 DD/DDD. I understand that PS go by cc and not cup size and that is fine. My issue is I feel he put too wide implants in. My breasts had been expanded to 450cc (which I told him EXPLICTLY was too big). My implants are Inspria SCF-560 and they feel awful. I know I am early in this process but I am not happy. Why would he have jumped from 450 to 560 when I wanted smaller? Pic is 3 weeks post op.
