39 F. I'd like to reduce the marionette lines and mental crease, tighten jaw, and add subtle volume to cheeks. I was recommended Sculptra at a consult and was very excited about it until I read claims that it doesn't stimulate healthy collagen, only scar tissue. Could this be true? If so, are there other non surgical options for me? I'm not interested in hyaluronic acid based fillers or thread lifts.

Please watch the supporting video on Sculptra as it's not a filler. It's the most natural injectable in aesthetics.

It may be possible to improve the issue in your lips after your Sculptra injection, and I would consider trying an injection of Kenalog to see if it helps.
To preface, it's difficult for me to answer this without seeing your skin quality/elasticity and volume in person.
