You are right about the procedures that you have guessed would be needed to affect these changes to your eyelid and eye shape. However a medial browlift without a lateral balanced browlift may create a an unnatural and even slightly comical shape of the eyebrows. Also it seems from the photos that there may be slight ptosis of the upper eyelids so a proper examination is needed by an opthalmic doctor before you embark on cosmetic surgery.
