You appear to be pretty young, and rosacea tends to be a condition that develops after puberty and is commonly referred to under a category of "adult acneiform conditions". It is possible you have more prominent blood vessels and capillaries in the lateral face and very fair skin that allows the redness to show through more than people with darker skin. I would recommend seeing a board certified dermatologist that can help you navigate the condition and make a proper in-person evaluation, rather than recommending treatments or procedures that might not be helpful and just turn out to be expensive. Definitely make sure your sunscreen is a physical blocker, or mineral sunscreen that doesn't sting or itch, such as zinc or titanium dioxide to help avoid any flushing or blushing or capillary dilation from heat or sun, which might worsen the condition.
