Should I remove my Nexplanon (birth control inserted on arm) before a BBL?

Is your decision on a surgeon going to be based on which surgeons tell you which answer? Each surgeon you see will have his/her own recommended protocol when it comes to birth control methods and discontinuation. I like patients to be off hormonal contraceptives for 30 days if possible, but sometimes it is not practical. The biggest risk is blood clots, which are more likely with the BBL than with your breast surgery, so if it is possible to remove the birth control device and you were MY patient, I'd prefer if you had it removed. The fact that you are getting different opinions is because not every surgeon would require removal, as it is a risk factor, not a guarantee of a blood clot if not removed.

Both answers are correct.Birth control implant can increase (just increase, is still just a possibility...) the risk of thrombosis, a serious complication. So it is ok to remove in order to reduce (but just reduce, never is going to be "zero") the possibilities of that event. But also if otherwise you are a healthy woman, is not an obligation.
