Can hair be transplanted into permanent acne scars on the neck?

Transplanted hairs can grow very well into scars, including acne scars. But we can't place them very close together into a scarred area, so sometimes more than one procedure is required for final density. One technique I use often when transplanting into scars is to remove some of the scar tissue with a small punch before implanting the graft, with great results. 
Look for an experienced surgeon for this, since hair transplant into scars are procedures that require changes in surgical protocols, and a movie surgeon may not produce good growth after the procedure.

To first answer your question, yes hair can be transplanted into scars with the punch graft method. Your case is complicated and requires an expert as it is not commonly performed by all. Some of the possible treatments include: transplanting hair in to the scarred areas which will cover the scars using advanced surgical skills, dermal filler to level the pitting, laser treatments to remodel the skin prior to surgery for preparation, along with appropriating artistic techniques such as scalp micro pigmentation to enhance the appearance of density. A virtual or office evaluation with an experienced hair restoration surgeon who has treated the beard, neck, and other areas of the face would be recommended for a satisfactory result. 

Hair transplantation does work in scar tissue however the "take-rate" or success of the hair becoming permanent is lower than in healthy skin. You may need more than one treatment over time to get enough permanent hair growth to be satisfied. For small scars, I prefer to transplant hair right at the border of the scar so the hair has a greater chance of taking but still close enough to cover the scar. No, you are wrong, hair grow in acne scars , burn scars so on . You may have  a hair transplant surgery from healthy scalp skin follicular units to scar area with FUE.

Hair will grow in scars, and if your are prone to acne, a transplant might not be your best choice.  Find a really experienced hair surgeon who does both FUE and FUT and SMP because your optimal cosmetic solution is likely to be a combination of treatments.  A lot depends on your skin type and hair type which both need to be evaluated in person.Good luck!

I would want to see what you are talking about. I have used Scalp Micropigmentation in the neck to create that shadow that is normally there. A hair transplant is not as good a solution,
