Requirements for outer corner eye enlargement surgery?

I went to China to get eyelid surgery done and one of the clinics secretaries told me that one of the requirements to get the outer corners of your eyes cut wider is to have no bones near the side of the eye. Is that true? I really want longer eyes and I hope it's not the case :(
